Okay 2 questions

If I make an RP char that is an Elementalist/Warrior and delete him, will i still be able to use his skills if i wanted to make an Elementalist/Warrior PvP character? And will i be able to use the skills if i made a PvP character that was a Mesmer/Monk and deleted him and then i tried to make a Elementalist/Mesmer?

Where do i get Meteor Shower? I am a level 4 RP char in Pre-Sear
